(VOVworld)- Over the past 70 years, the Vietnam National Assembly has contributed significantly to national liberation, reunification, construction and defense. It has embodied national unity, renovation and development.
Contributing to the building of a law-governed state
The National Assembly has fulfilled its function of constitution building and legislation. Since its first tenure, the National Assembly has promulgated 5 Constitutions including the 1946, 1959, 1980, 1992, and the 2013 Constitution which created a firm legal foundation for the building of a law-governed Vietnamese state of the people, by the people, and for the people. It has also contributed significantly to national development and international integration. Many laws have been promulgated to ensure people’s right to mastery and social management in accordance with the Constitution and law.
Deciding major national issues
The Vietnam National Assembly has made several important decisions concerning senior State personnel, issued resolutions on implementing 5-year plans and 10-year strategies on socio-economic development, and ratified international conventions to which Vietnam is a signatory. The National Assembly made decisions on major national projects including the Ho Chi Minh Highway, the 500 KV-power transmission grid, the Ba Ria-Vung Tau Gas Power Fertilizer Plant, the Son La Hydro Power Plant, the Dung Quat Oil Refinery, and the Ninh Thuan Nuclear Power Plant creating important prerequisites for national industrialization and modernization. National Assembly Vice Chairman Uong Chu Luu said:“Resolution on Socio-Economic Development for the 1986-1990 period paved the way for the development of a socialist-oriented market economy in the renewal process. The National Assembly 1991 Resolution on socio-economic development calmed the people amidst complicated fluctuations at home and abroad and initiated a market economy to make the most of all economic sectors”.
Supreme oversight becomes an effective tool to supervise State power
At each session, National Assembly deputies spent much time discussing reports on the performance of the Government, the Supreme People’s Court, and the Supreme People’s Procuracy. They focused on issues of public concern, improved the quality of Q&A sessions, and created an open, democratic, and frank discussion atmosphere at the National Assembly. The vote of confidence on those elected or approved by the National Assembly has prompted Ministers and Chiefs of sectors to improve their performance. Professor Doctor Tran Ngoc Duong was Former Deputy Head of the National Assembly Office: “The National Assembly’s oversight activities have been supported by the Constitution and the Law on the National Assembly’s Organization. Oversight activities have been reformed to quickly reflect issues that concern the people most. The National Assembly’s oversight activities have become more democratic, open and responsible serving as an effective tool for the people to supervise the State power.
Improving Vietnam’s prestige in international arena
The Vietnam National Assembly has strengthened its external relations activities over the years. It has set up relations with parliaments of several countries creating a favorable environment for national construction and defense. As a member of many inter-parliamentary organizations, the Vietnam National Assembly has contributed important and constructive initiatives to boosting parliamentary cooperation. It has hosted several major events including the 132nd General Assembly of the Inter-Parliamentary Union where the Hanoi Declaration was approved. Head of the National Assembly Office and National Assembly Secretary General Nguyen Hanh Phuc said: “On the basis of Ho Chi Minh thought on an open foreign policy, the Vietnam National Assembly has, over the last 70 years, contributed remarkably to Vietnam’s diplomatic activities. The 132nd General Assembly of the Inter-Parliamentary Union in Hanoi in March 2015 reflected the Vietnam National Assembly’s proactive and extensive integration”.
