Government measures to help businesses settle financial setbacks due to Covid-19 have been launched. The Prime Minister has also underlined the need to further simplify administrative procedures to save time and costs for businesses and boost production.

National public service portal

It’s more urgent to revise and remove unnecessary administrative procedures and offer more online public services when the Covid-19 pandemic continues to spread complicatedly. Prime Minister Nguyen Xuan Phuc has repeatedly mentioned the tasks at meetings on Covid-19 prevention and control.

He told a meeting last Friday: “It’s necessary to change our mindset and working methods. This is a challenge as well as an opportunity to promote the Industrial Revolution 4.0, particularly IT, at schools, universities, ministries, and digital economic and e-commerce sectors. It’s time to make drastic changes in online services.”

Minister and Head of the Government Office, Mai Tien Dung, delivered an open letter to organizations and businesses to encourage them to use the national public service portal more. “The public service portal benefits State agencies, ordinary people, and businesses. It helps save money and time,” he said.

On the public service portal, ministries, sectors, and localities have made available 7,000 administrative procedures and 230 services, including receiving documents via the internet and sending the results by email or post. The Government Office has supported localities to catch up with the national drive.

Ultimate convenience for economic and investment procedures

During the fight against Covid-19, administrative reforms will focus on simplifying unnecessary procedures and strengthening post-inspection. Businesses will be offered the best possible incentives in economic, investment, and trade-related procedures in order to save resources for production or to change to another business.

In March, the Ministry of Industry and Trade removed or simplified 200 business conditions for the electricity, automobile, petroleum, chemicals, beer, tobacco, and food safety sectors.

Ha Cong Tuan, Deputy Minister of Agriculture and Rural Development, said. "The Ministry will finalize systematizing administrative procedures by June 30th. Heads of sectors have to revise regulations or recommend that unnecessary regulations be removed.”

Mechanisms and regulations have been revised to cope with impacts of the Covid-19 pandemic. Financial support packages for businesses, online public services, and administrative procedure simplification are expected to boost production and trade.
