(VOVWORLD) - Last weekend, President Nguyen Xuan Phuc chaired a meeting to discuss a scheme called “Building and fine-tuning the law-governed socialist state of Vietnam until 2030 with orientations to 2045”. The scheme is of strategic importance to national development as it aims to promote progress in economics, culture, society, and the environment in order to better serve the people.

The scheme takes Marxism-Leninism and HCM Thought as its fundamental ideological foundation and adopts this to the regional and global situation. It clarifies some implications and adds new ideas to meet current needs.
Marxism-Leninism, HCM Thought provide ideological foundation
The building of a law-governed socialist state informed Vietnam’s 1946 Constitution and 1991 Platform on the transition to socialism and its 2011 revised version. The 2013 Constitution and socio-economic development strategies have all supported the building of a law-governed socialist State in Vietnam. In particular, the Resolution of the 13th National Party Congress said that building a law-governed socialist state “of the people, by the people, and for the people” under the leadership of the Party is the central task of reforming the political system.
President Nguyen Xuan Phuc, President of the scheme’s Steering Committee, said, 'We already have a strategic and practical scheme for building a law-governed socialist state of the people, by the people, and for the people. We need consensus and breakthroughs to build a law-governed socialist state in the coming period with vision to 2045, focusing on protecting the people, strengthening national discipline, fighting corruption, and achieving international integration of the legal system. We are determined to take Marxism-Leninism and HCM Thought as the ideological foundation for building this law-governed socialist state.'
Adapted to regional and global situation
As Vietnam increases its international integration, evaluating the impact on building a law-governed socialist state is vitally important. Fine-tuning the legal system must harmonize with international law in order to benefit from the international treaties Vietnam has signed and ensure national interests. It’s also important to assess the impact of the 4th Industrial Revolution and promptly revise the legal system.
President Nguyen Xuan Phuc said, 'The scheme aims to serve the people and boost national development to achieve the goal of becoming a rich people, a strong country, and a fair, democratic, and civilized society. The scheme’s implementation, therefore, needs a practical approach and a long-term vision adapted to global development trends and the needs of Vietnam and the rest of the world.'
Vietnam is now in the initial stage of designing the scheme, which will be submitted to the Party Central Committee by October, 2022.
