Agencies and network providers have been asked to prepare software tools to allow the declarations to be done online. Dang Van Cuong of the Hanoi Bar Association said failure to follow orders of agencies involved in infectious disease prevention and control is a violation of the law. Violators are subject to fines or arrest depending on the seriousness of the violation and may have to pay compensation for any losses they cause.

Mr. Cuong said: If an infected person intentionally transmits agents of infectious diseases to others, causing death or forcing officials to declare a state of emergency at the provincial or Ministry of Health level, the violator may be imprisoned for 5 to 10 years. If 2 or more people die of the disease or a disease emergency is declared nationwide, the violator may be imprisoned for 10 to 12 years.”

Vietnam is now in Phase 2 of the fight against Covid-19 since a 17th case was reported. Deputy Prime Minister Vu Duc Dam, Head of the National Steering Committee for COVID-19 Prevention and Control, says Vietnam has prepared scenarios for any situation and is ready to cope with thousands of cases. The Deputy Prime Minister is calling for strict obedience to prevention and detection measures. He said early detection of the virus will help to keep it from spreading.
