Consolidating state leadership to improve governance

(VOVworld) – National Assembly deputies will discuss and approve the new state leadership at the last session of the 13th National Assembly. This will shorten the time needed for the handover of key leadership positions.
During the session National Assembly deputies will consider the nomination and approval of a number of senior state officials, including President, Prime Minister, National Assembly chair, a number of cabinet posts, and members of the National Electoral Council. They will also consider the resignations from their former posts of a number of Politburo members, who were assigned new tasks after the 12th National Party Congress.
The state leadership is traditionally approved at the first session of a new National Assembly but this time it is being done early because many of Vietnam’s key leaders were not elected to the Party Central Committee. Also, a number of members of the Party Politburo and the Party Secretariat have already been assigned new tasks while the first session of the new National Assembly won’t convene until July, 2016. The early approval of the state leadership will facilitate implementation of Vietnam’s socio-economic development plans in the first year of the 2016-2021 term. Doctor Nguyen Sy Dung, former deputy head of the National Assembly Office, said: “The tenure of the 13th National Assembly will official end when the first session of the 14th National Assembly is held and the eligibility of all National Assembly deputies is verified and accepted. So this state personnel discussion and ratification is within the tenure of the 13th National Assembly.”
The early approval of the state leadership after a national Party congress will help the state apparatus quickly begin operations. Vietnam’s National Assembly did the same thing during its 11th tenure.
