(VOVWORLD) - The 8th plenum of the 13th Party Central Committee opened in Hanoi on Monday. In his opening remarks, Party General Secretary Nguyen Phu Trong said this session will decide many major issues, which are of great importance for completing the political tasks of the 13th Party Central Committee until the end of its term.

Mr. Trong stressed the need to carefully research, discuss, and give opinions on reports and projects and make decisions at the end of the session.
Clearly, promptly determine development perspectives
Regarding socio-economic issues and the state budget for this year and next year, Mr. Trong asked the Party Central Committee to focus on analyzing this year’s outstanding achievements and clarifying current limitations, weaknesses, obstacles, and challenges, while pointing out objectively and comprehensively causes, lessons, and forecast possibilities for this year and next year.
Mr. Trong said: “We need to clearly and promptly determine development perspectives, guidelines, macro targets, basic indicators, main tasks, and solutions for the remaining months of this year and next year, including the necessity of implementing the new salary mechanism starting July 1, 2024.”
Reviewing 10 years of implementing the Resolution of the 5th Plenum of the 11th Party Central Committee in 2012 on a number of social policy issues, Mr. Trong said Vietnam has recorded many important achievements which reflect the superiority of the regime. However, social policies and social development management have not met all the requirements of rapid, sustainable development.
The Party leader asked the Party Central Committee to thoroughly evaluate the situation, causes, and lessons and the necessity of issuing a new Resolution on this particularly important issue in order to map out guidelines and solutions to reform and improve the efficiency of social policies.
Reviewing 20 years of implementing the Resolution of the 7th Plenum of the 9th Party Central Committee in 1993 on promoting the strength of great national unity, Mr. Trong asked the Party Central Committee to analyze the necessity and correctness of promulgating a new Resolution and a draft Resolution on "Continuing to promote the tradition of great national unity, making our country more powerful, prosperous, civilized, and happy."

Promoting the role of intellectuals, maintaining a peaceful environment for development
Party leader Trong said that, at any time in any country, intellectuals are the core of innovation and spreading knowledge, with a particularly important role in promoting social development and generating national strength.
“The world has faced and will face many opportunities, advantages, difficulties, and challenges for rapid, sustainable development during the 4th Industrial Revolution. The new situation requires us to pay more attention to building, developing, and promoting the role, position, and contribution of intellectuals in the 4th Industrial Revolution and speed up national innovation, industrialization, and modernization,” said Mr. Trong.
Reviewing 10 years of implementing the Resolution of the 8th Plenum of the 11th Party Central Committee in 2013, Mr. Trong asked the Party Central Committee to clarify the advantages, opportunities, difficulties, and challenges and take the initiative in all situations to defend national independence, sovereignty, unity, and territorial integrity, protect the Party, State, people and socialist regime, and maintain political stability and a peaceful environment to develop the country toward a socialist orientation.
Regarding personnel planning for the 14th Party Central Committee, Mr. Trong said cadres, especially strategic-level cadres, are the decisive factor in the success or failure of the revolution, closely associated with the destiny of the Party, the nation, and the regime. Cadre planning is the initial step and the foundation for the training, fostering, mobilization, appointment, and use of cadres.
The Party leader asked the Party Central Committee to increase their sense of responsibility, objectivity, and justice in discussing personnel planning for the 14th Party Central Committee.
The 8th plenum of the 13th Party Central Committee will close on Sunday. Decisions made at the meeting will be the important foundation for Vietnam’s development in the coming time.
