New way of promoting middle managers in public sector
(VOVworld) - The Steering Board and Editorial Board of a project to pilot a new way of promoting middle managers are finalizing a draft for submission to the Politburo. The project will fine-tune the existing mechanism for public servants as part of the human resource strategy for Vietnam’s industrialization and modernization process.
The project was conceived at the 9th session of the 10th Party Central Committee. Under the 10-year program on administrative reform until 2020, the Vietnamese government determined that a competitive selection of candidates for middle manager positions is essential to improve the quality of civil servants and public managers. The project, overseen by the Ministry of Home Affairs, provides guidance for the promotion process.

Deputy Minister of Home Affairs Tran Anh Tuan is Deputy Head of the Project’s Central Steering Committee. “The project aims to reform the appointment of middle managers to develop a contingent of highly-qualified managers, who are competent both politically and professionally. Under this project, we will formulate a standard process, procedures and methods to appoint middle managers in an open and transparent way. This will help to recruit talented and capable managers,” he said.
Changing the method of appointing middle managers will help to put the right people in the right positions. Nguyen Huu Sang, Director of the Department of Home Affairs in Quang Nam province is fully optimistic about the outcomes of the project: “This pilot project will create a breakthrough in the appointment process for selecting ethical and competent middle managers. It is particularly important that we ensure the selection is open, transparent, fair and democratic. A wise choice of middle managers will contribute a great deal to Vietnam’s socio-economic development,” he said.
The project to pilot a new way of promoting middle managers will transform the evaluation, and use of talent in public organizations and eliminate the weaknesses of the existing mechanism./
