(VOVworld) – The draft political report of the 11th Party Central Committee to be presented at the 12th National Party Congress is now available for public comment. The section on Party building has been supplemented to include tasks and solutions for Party building in coordination with national socio-economic development.
The draft report begins with building a transparent and strong Party. It emphasizes that faster Party building is essential to implementing the resolution of the 4th Plenum of the 11th Party Central Committee.
Political, ideological reforms
The tasks and solutions added to Party building include increasing the Party’s leadership and the political firmness of Party organizations and Party members, fine-tuning institutions and regulations, and implementing criticism and self-criticism and hearings at meetings of the Party Central Committee and Executive Party Committees at all levels.
Promoting the people’s role in Party building
The draft report deems it important to reform ideologically and theoretically. Phan Van Kinh of Cau Giay district in Hanoi said the report comprehensively covers Party building issues: “Party building is of paramount importance. Its implementation is vital to national survival. I think this is an urgent issue.”
Improving the quality of Party cells and Party members
The draft report includes moral education as an important part of Party building. It also focuses on reforming personnel work with regard to Party elections, recruitment, and promotions to select morally and politically sound and competent officials. Le Xuan Bich of the Vietnam Writers’ Association said: “The Party has followed President Ho Chi Minh’s teaching on personnel training. It is trying to train a contingent of competent officials to serve the people.”
Anti-corruption and waste prevention were prescribed for the building of a socialist state in the document of the 11th Party Central Committee. This time they are prescribed for Party building.
The draft report says the Party serves the people, is under their oversight, and is responsible to the people for its decisions. The report has more regulations on decentralization and mechanisms for localities to enhance self-reliance and creativity while ensuring central leadership and management.
