Party Central Committee plenum makes vital decisions

(VOVworld) – Party General Secretary Nguyen Phu Trong has stressed the importance of the agenda discussed at the ongoing 3rd plenum of the 12th Party Central Committee. In his opening speech, Mr. Trong said the concretization and strict implementation of Party regulations helps improve the quality and efficiency of the Party‘s operation, strengthen its unity, and reform its mode of leadership.

At the plenum from July 4th to 8th, the Party Central Committee will discuss working regulations of the Party Central Committee, the Politburo, the Secretariat and the Commission for Inspection as well as decisions on the implementation of Party regulations and on Party’s monitoring, checks and discipline procedures. Another topic for discussion will be recommendations on high-ranking State personnel.

Reform of work routine

Party General Secretary Nguyen Phu Trong highlighted the working regulations of the Party’s agencies: “It’s necessary to concretise the Party regulations, which clearly stipulate functions, duties, responsibilities, and mode of operation of leading Party agencies. The regulations ensure the Party’s principles and activities, including the principle of central democracy. Based on the previous working regulations of the 11th Party Central Committee, the Politburo, the Secretariat, and the Commission for Inspection need to adopt detailed, cohesive and practical regulations to uphold democracy, while strictly abiding by Party disciplines”.

Mr. Trong stressed the need to maintain the collective leadership and uphold personal responsibility, particularly among the leaders. It is necessary to improve capacity and efficiency in the Party’s leadership and promote the autonomy, creativity, and responsibility of other organizations in the political system and to reform the leadership mode of the Party towards the State and society.

Strict implementation, uniform party regulations

Party leader Trong said the Politburo has ordered the Commission for Organization, the Commission for Inspection, and relevant agencies to prepare submissions and draft regulations on the implementation of Party regulations and on the Party’s monitoring, checks, and discipline procedures. He added these documents inherit those things from the previous tenure and suggest new points relevant to the current situation. Mr. Trong pointed out what Party Central Committee members should discuss: “These regulations determine who and what is to be inspected, the authority of party cells in disciplining party members, grassroots party committees, party cell regular meetings, time frame of observer status, non-delegation of power in resolving complaints and petitions and members’ right to complain to the Party Central Committee. Other regulations govern the functions and duties of subordinate party committees, forms of awarding, inspection and monitoring of party organizations, duties of the Commission for Inspection at various levels, disciplining, and complaints about disciplinary measures”.

Mr. Trong described as vital personnel recommendations for State agencies for the 2016-2021 period. He said at this plenum, the Party Central Committee will not re-vote the posts of President, Prime Minister, National Assembly Chairperson and 34 other leaders of State agencies introduced or approved by the 12th Party Central Committee in its second plenum in March. The remaining 13 posts, which have not yet been introduced to the 12th Party Central Committee’s second plenum, will go through a voting procedure. Then, approved posts will be submitted to the first session of the 14th National Assembly for consideration, election, or final approval.
