(VOVWORLD) - Party General Secretary and State President Nguyen Phu Trong has written an article outlining a national political drive to promote the Politburo’s Directive 35 on organizing Party Congresses at all levels toward the 13th National Party Congress. The article guides preparations for these Party Congresses.

The Party Congresses at all levels will be held next year. The National Party Congress will take place early 2021 after 35 years of renewal, 30 years of implementing the National Construction Platform in the transitional period to socialism, and 10 years of implementing the Socio-economic Development Strategy until 2020.
Full understanding the significance, role, and importance of the Congress
Mr. Trong said that in order to successfully organize Party Congresses all all levels, it will be necessary to improve the comprehensive, direct leadership of Party Committees in preparing documents and personnel plans, resolving internal problems, and unifying people.
Congress preparations and organization should assemble the power of the entire political system, reinforce unity and consensus, and strengthen the Party Committees’ leadership and fighting spirit.
Each Party Committee, Party organization, and Party member should understand that the Congress is an opportunity to consolidate order, tighten discipline, heighten political will and knowledge, and exact high the spirit of democracy, creativity, and responsibility in contributing to the Congress’s decisions. Preparations should include reforming Party leadership and State governance and promoting the pioneering role of Party members.
Mr. Trong said preparations should strive for consensus in the Party and society, and to ensure wise decisions that meet people’s aspirations – preparations should have a specific agenda, assigned tasks for every organization and individual, and close supervision.
Political reports show the vision, determination, intelligence, and unity of Party Committees, organizations, members, and people of all strata
Mr. Trong said the Congresses’ political reports should condense the brainpower, dedication, responsibility, creativity, vision, and ambition of local Party Committees and the development orientations of localities and organizations. The reports should uphold the Party’s platform, views, and orientations and identify and assess feasible goals, tasks, and solutions for the 2020-2025 tenure. Reports should cover theory and actuality, legacy and renovation, and comprehensive assessments of politics, economics, diplomacy, culture, society, national defense, and security. It will be necessary to review the implementation of the Party Central Committee’s resolutions, directives, and regulations on Party building and rectification, the political system, and human resource development, and the campaign to study and follow Ho Chi Minh’s ideology, morality, and style.
Discussing and collecting opinions to Congress draft documents
Mr. Trong said the Party Central Committee has directed the compilation of draft documents for the 13th National Congress, including collecting public opinions to reflect the Party’s guidelines and people’s aspirations. Each Party Committee will determine appropriate methods for collecting public opinions. Mass media, workshops, seminars, and forums are some of the possibilities.
President Ho Chi Minh once said the Party Congress is very important to the revolutionary future of the Party and the people. It can solidify the Party’s unity and consensus in ideology and action. Party General Secretary and President Nguyen Phu Trong said preparation and organization of the Party Congresses at all levels is the core task from now to the end of the 5-year tenure in 2020.
