Party leader Nguyen Phu Trong met with General Secretary of the Communist Party of China and President of the People's Republic of China Xi Jinping, Premier Li Keqiang, Chairman of the National People’s Congress Zhang Dejiang, and Chairman of the Chinese People’s Consultative Conference Yu Zhengsheng to discuss ways to enhance relations between their Parties and governments. They said the visit was successful, contributing to a developing a stable and healthy Vietnam-China relationship.

Continually promoting the comprehensive strategic partnership

Party leader Nguyen Phu Trong and the Chinese leaders said Vietnam and China will uphold the guideline of “friendly neighborliness, comprehensive cooperation, long lasting stability, and looking toward the future” and the spirit of “good neighbors, good friends, good comrades, good partners” in promoting the Vietnam-China comprehensive strategic cooperative partnership.

The two sides agreed to continue high-level exchanges between the two Parties and states timely discussions of bilateral, regional, and world issues; in-depth discussions of strategic matters; reinforcement of political trust; and strengthening of leadership and guidelines on Vietnam-China relations.

The leaders pledged to effectively realize the “Action program on implementing the Vietnam-China comprehensive strategic cooperative partnership” and the cooperative program between the two Parties and organize seminars to share experience on Party building, socio-economic development, and state management. The Vietnamese National Assembly and the Chinese People’s Congress, the Vietnam Fatherland Front and the Chinese People’ Consultative Conference will also enhance their relations.

Intensifying bilateral economic cooperation

Vietnamese Party leader Nguyen Phu Trong and the Chinese leaders committed to speeding up the “Vietnam-China 5-year cooperation plan on economics and trade from 2012-2016”, their portfolio of key cooperative programs, and signed economic and trade agreements.

Regarding steady, balanced, and sustainable bilateral trade growth, both sides will consider negotiation and signing of an amended agreement on Vietnam-China border trade, and create a master plan for building a cross-border economic cooperation area and promoting infrastructure connectivity projects and cooperation across agriculture, manufacturing, services, science-technology, health care, and quarantines. China will back Chinese firms investing in Vietnam and stand ready to offer Vietnamese businesses all possible support to expand their market share. Vietnam will create conditions conducive to Chinese firms investing and doing business in Vietnam.

The two sides will establish a Working Group on infrastructure cooperation and a Working Group on monetary cooperation, and agreed to coordinate these groups with the Working Group on cooperation for common development.

Strengthening cooperation and exchanges in other sectors

The Vietnamese and Chinese leaders agreed to increase exchanges and cooperation in diplomacy, and continue to organize annual diplomatic consultations and exchanges between the two countries’ Ministries of Foreign Affairs. High-level contacts and defence and security dialogues between the two countries’ armies will be maintained.

Vietnam and China will expand friendly exchanges and cooperation in journalism, culture, education, and tourism and between the countries’ localities, organise people-to-people exchanges, and build a cultural centre in each country.

They agreed to enhance the role of the Vietnam-China Land Border Joint Committee, implement signed land border agreements, sign the “Agreement on cooperation in protecting and exploiting tourism resources in the Ban Gioc/Detian Waterfall vicinity” and the “Agreement on regulations on the free travel of ships at the mouth of the Bac Luan/Beilun River”, and work together to protect the stability and development of border areas.

The two sides will strictly abide by common perceptions reached between senior leaders of the two Parties and States on resolving maritime issues, and implement the “Agreement on basic principles guiding the settlement of Vietnam-China sea-related issues”, persistently using friendly negotiations to seek basic and long-term solutions acceptable to both sides. The two countries will work together to manage disputes at sea, fully and effectively implementing the “Declaration on the Conduct of Parties in the East Sea” (DOC), and promptly create a “Code of Conduct of Parties in the East Sea” (COC) on the basis of consultation and consensus, not taking actions that can further complicate and expand disputes, swiftly and satisfactorily settling arising problems, and maintaining the overall situation of Vietnamese-Chinese relations and peace and stability in the East Sea.

During Party leader Nguyen Phu Trong’s visit, Vietnam and China signed agreements which will be the basis for nurturing a healthy and stable neighborliness in the future.
