(VOVworld)- The draft revision of the 1992 Constitution has been made available for the public’s comments on the political system, human rights, citizens’ basic rights and obligations, national defense, the state apparatus and the Constitution’s validity. The collection of the public’s comments is being carried out in various ways for 3 months reflecting the exercise of people’s power.
The 4th session of the 13th National Assembly in October last year adopted a resolution on collecting people’s opinions on the revision of the 1992 Constitution. The resolution enhances people’s right to mastery, mobilizes people’s intellectuality and devotion and creates a consensus in building the Constitution. Since the resolution was issued, it has received strong support from the public. Dinh Cong Sy, a National Assembly deputy from Son La province says: “The collection of people’s opinions to the revisions of the 1992 Constitution is of great importance because it reflect the exercise of people’s right to mastery and people can express their opinions, aspirations and wishes to contribute to major issues stipulated in the Constitution”.

The Drafting Committee for the Amendments of the 1992 Constitution in a report presented before the 4th session of the National Assembly said the revisions of the Constitution are an important issue. People play a crucial role in building and revising the Constitution. The collection of people’s opinions enhances people’s awareness and responsibility for the Constitution. Nguyen Thuan, Vice President of Da Nang’s Lawyers’ Association says: “The collection of people’s opinions on the revision of the 1992 Constitution has received great attention from state servants and the public because changes in the Constitution reflect changes in the country. This campaign is in line with the global trend toward increased public participation in legal mechanisms”.
A resolution of the 11th Party Central Committee in July, 2011 stipulates that revisions and supplements to the Constitution is a crucial job that needs to be carried out seriously and scientifically under the Party’s leadership, involving the participation of experts, scientists and the public. The whole political system of Vietnam places a high value on the public’s crucial role in revising and supplementing the Constitution. In fact, in Vietnam’s constitutional history, the 1959, 1980 and 1992 Constitutions and revisions to the 1992 Constitution in 2001 were contributed to by the people. So, the collection of people’s opinions on Constitutional revisions has always been normal and legal in Vietnam. Reality shows that Vietnam has 4 times revised its Constitution and has been successful. The Constitution is the guide and legal path for the Vietnamese State to attain its set goat of becoming a socialist state governed by law, of the people, by the people and for the people.
The National Assembly’s resolution has asked sectors and localities across the country to enable Vietnamese people of all social strata, inside and outside the country to contribute to the Constitutional revisions. Under the resolution, the collection work must be carried out democratically, scientifically and publicly. People’s opinions must be fully and accurately collected and studied to improve the quality of the Constitution’s revisions. This work is being widely and effectively carried out throughout the country.
