(VOVWORLD) - Draft documents of the 13th National Party Congress have been made available for public comment, reflecting Vietnam’s efforts to promote socialist democracy. Promoting democracy and listening to the people are the consistent policy of the Vietnamese Party and State.
The Communist Party of Vietnam has promoted democracy in all leadership activities as fundamental to the nature of the socialist regime. The Party considers public comment on Party documents an expression of democracy and creativity that is vital to national development.
Democracy promoted by collecting public opinions
President Ho Chi Minh often reminded leaders and officials to listen to the opinions of Party members and the people. In its documents, from the 7th Party Congress in 1991 to the 12th Party Congress in 2016, and particularly in the 1991 Platform on National Construction in the Transit Period to Socialism and the 2011 revised Platform on National Construction in the Transit Period to Socialism, the Party has focused on enhancing democracy in all social activities.
The Party and State have consistently sought contributions by the public to Party documents, revisions to Vietnam’s Constitution and laws, and all major national issues. Ministries, sectors, localities, and social organizations have organized hundreds of meetings to allow the people to express their opinions. Organizing discussions in Party organizations at all levels and collecting public comments are a compulsory process in devising documents for the National Party Congress. Party General Secretary and State President Nguyen Phu Trong has repeatedly said that promoting democracy, listening to the people, and collecting public comments, especially the comments of experts, is vital to developing and perfecting Party documents.
Ahead of the 13th National Party Congress, Party officials, Party members, and the public will discuss achievements and constraints in implementing the Resolutions of the 12th National Party Congress, the 2011 Platform, the National Strategy on Socio-Economic Development, a Review of 35 years of national renewal, and Visions for the next 5 years, 10 years, and toward 2045, when Vietnam will celebrate its 100th National Day. They will also debate tasks and development solutions related to economics, social issues, national defense, internal security, external relations, and Party and political system building.
Promoting democracy and listening to public opinion are vital
Encouraging interactions between the views and mindsets of different forces and social classes regarding policies, institutions, and the interests of the people will make those policies and institutions more responsive to the needs of the public and the requirements of national development. It will also generate solutions that will boost growth in every sector, and will ensure that Party documents always reflect the consensus of the Party and the people.
