Social consensus in implementing the 2013 Constitution

(VOVworld) – Vietnam is promoting the implementation of its 2013 Constitution, which has been responded to by people from all walks of life. 

Communication on constitutional implementation has been underway nationwide to help people understand the new changes to the constitution.

Accelerating constitutional implementation

A thorough understanding of the constitution will help achieve effective enforcement, according to Dinh Xuan Thao, Director of the National Assembly’s Legislative Research Institute: “It’s important to disseminate the constitution to people from all social strata, who have different levels of knowledge and needs. Communication should be frequent and consistent.”

Various localities have worked out their own communication programs based on people’s legal knowledge and social awareness. Hoa Binh, for example, has completed instructing its key officials on the constitution and related documents. Phu Tho town in Phu Tho province has organized more than 100 meetings for approximately 11,000 officials, party members and residents to become familiar with the new content of the constitution.

Diversifying methods and subjects of communications

Localities and organizations have been diversifying their communication methods to reach more people. For example, Tan Lac district in Phu Tho province has published material and used loudspeakers to disseminate information to the people. Head of the Department of Legal Affairs of Thu Dau Mot city of Binh Duong province, Do Thi Thu Thuy says: “We have distributed legal material to all the relevant agencies and communicators. The Provincial People’s Committee will hold a conference on constitutional implementation in the second quarter of this year.”

Education centers have found their own ways to help teachers and students understand the constitution. Viet Tri Industry High School in Phu Tho province has integrated contents of the constitution into its teaching curriculum. Meanwhile, Hung Vuong University, also in Phu Tho, has disseminated the constitution via monthly youth union meetings and thematic conferences. Professor Thai Vinh Thang of the Hanoi Law University says: “Enforcing the 2013 constitution is an important task. Our staff and lecturers have learned about the new contents of the constitution. This year we will rewrite our curriculum based on Vietnam’s Constitutional Law. We have prepared our in-house journal on the changes in the constitution. The lecturers will take part in the writing of a book entitled “2013 Constitutional Commentary”, which will be used as a communicative tool in other education centers. We will organize a knowledge contest about the constitution for our students in May.”                 

Constitutional implementation helps the people understand and protect the constitution while overseeing the state apparatus that enforces this important law.
