Strengthening corruption prevention

(VOVworld) – The government report to the 11th session of the National Assembly Standing Committee said that since the beginning of this year corruption prevention has obtained positive results. But according to the report, corruption cases have not decreased and have gotten more complex and more extreme. Chief Government Inspector Huynh Phong Tranh says the Party and State have continued to give top priority to combating corruption with tough and resolute measures.

The Chief Government Inspector’s report to the 11th session of the National Assembly Standing Committee showed that the number of corruption cases investigated and prosecuted since the beginning of this year exceeds the same period last year. The report said corruption case have not declined and occurring in more complex and damaging form, especially in the banking, finance, construction, and land management sectors, and in state-owned corporations, resulting in the loss of government assets. Chief Government Inspector Huynh Phong Tranh says: "In recent years, especially this year, the Party, State, sectors, and the public have given much effort to combating corruption. This year, various corporate measures such as asset declaration and defining the responsibilities of corruption investigators and executors have obtained definite results. Investigation agencies have handled 327 cases involving 822 arrests, 80 cases and 200 arrests more than last year."

Tranh said the fight against corruption in Vietnam has faced obstacles, which have limited its success. Some of the obstacles involve the mechanisms and policies relating to transparency in asset declaration, dealing with the heads of offices in corruption cases, and purchasing property for state agencies. Functional agencies are struggling to increase the effectiveness of anti-corruption measures. "It’s essential to focus on the role and responsibility of the heads of the offices and localities where corruption occurs. There must be policies associated with administrative reform to assure transparency and publicity and avoid cumbersome and time wasting procedures, which are the seeds of harassment and misdemeanors. The law on combating corruption should be fine tuned including more people to be subjected to asset declaration regulation," Tranh elaborates.

The Corruption Law has gained initial results in curbing corruption in some state governance sectors. A revised law which redefines who is subject to asset and income declaration will be submitted to the National Assembly for approval. Vietnam’s efforts to refine its legal system, and improve the mechanism for monitoring assets and incomes at all administrative levels demonstrate its efforts to fight corruption.
