(VOVworld) – The 4th Party plenum resolution on a number of pressing issues in Party building has been in place for 2 years. It has been introduced and promoted widely in order to create social consensus.
The Communist Party of Vietnam has been trying to improve its leadership and fighting spirit since its establishment 84 years ago. To concretize this effort, the 4th Party plenum resolution was aimed at Party building and rectification, contributing to national development.
Important achievements improve public trust in the Party
The implementation of the resolution has become a political drive in the Party, army and society. Each party cell and organization has its own way to carry out the resolution. At the central level, a number of mechanisms and policies have been created to prevent negative phenomena and to train high-level officials. Regulations on the responsibility of agency heads, no-confidence votes on managerial positions, and party inspection and supervision have also been issued.
Localities have reviewed, and adjusted or revoked a number of projects, whose progress has been slow. Prolonged petitions and major issues of public concern have been settled. Many agencies have changed their working style to be closer to the people and understand their aspirations. This has improved public trust in the party. Nguyen Thanh Binh, Party Secretary of Ha Tinh province, says: “This resolution really conforms to reality. We have conducted the mechanism of criticism and self-criticism to timely detect and overcome shortcomings.”
The implementation of the resolution has helped each party member and official to boost their revolutionary morale, improving the party’s leadership and fighting spirit. Party General Secretary Nguyen Phu Trong says: “Party members and officials are well aware of the importance of party building in the new situation. It’s essential to make the party more transparent and consolidated.”
Learning from Ho Chi Minh’s moral example
This year the Communist Party of Vietnam will continue to implement the resolution with specific measures to overcome weaknesses and shortcomings pointed out over the last 2 years. These measures will be incorporated into the movement to follow Ho Chi Minh’s moral example. Party leader Trong says: “The party politburo will organize delegations to monitor the implementation of the resolution. This should be done on a regular basis. Party building should be placed in the context of political stability, expanded external relations, and secured national defense and security.”
The 11th National Party Congress approved a manifesto on national development in the transition to socialism and a 2011-2020 socio-economic development strategy whose aim is to turn Vietnam into a modern industrialized nation. Improved party leadership will play an important role in this revolutionary cause.
