(VOVWORLD) - The Party Central Committee is meeting in Hanoi to review the 5-year implementation of a Party Resolution on Party building and rectification, the fight against degradation of political ideology, morality, and lifestyle, and internal “self-evolution” and “self-transformation” manifestations. The Plenum will also focus on measures to realize the Resolution in the coming months.

The Resolution of the 4th Plenum of the 12th Party Central Committee promotes the combined strength of the political system and the people to fight against degradation of morality, self-evolution, and self-transformation in an effective, sustainable manner to strengthen public trust in the Party.
Breakthroughs
The adoption and implementation of the Resolution reflects the Party’s changing mindset and political determination. Many breakthroughs in Party building and rectification have been reported during the last five years.
The Resolution reflects challenges and 27 signs of degradation of political ideology, morality, and lifestyle, and internal “self-evolution” and “self-transformation”. It particularly mentions unprecedented impacts of ‘self-evolution” and “self-transformation” of Party officials and members and highlights the importance of following President Ho Chi Minh’s ideology, morality, and lifestyle, helping Party members to self-criticize and correct their shortcomings to gain public trust and support.
Associate Professor Dr. Nguyen Minh Tuan, former Director of the Party Building Institute of the HCM National Academy of Politics, said, 'Criticism has been expanded to criticism on sensitive issues. This is an opportunity to look at details in a clear manner. Mirroring the 27 listed signs, have you ever felt panic and lost confidence in yourself? We should promote criticism and self-criticism of signs of degradation within the organization.'
With the Resolution, urgent issues in Party building have been fine-tuned. During its 12th tenure, the Party adopted a large number of regulations and procedures concerning personnel. These include Regulation 98 on cadre rotation and Regulation 205 on power control in personnel matters to prepare for Party Congresses at various levels.
Hoang Trong Hung of the Party Central Committee’s Organization Commission, said. 'For the first time we have adopted a document describing behaviors and signs and defining what “bribing for power and authority”, “covering”, and “abetting” mean. This will help authorized agencies deal with the problem and help organizations report related behaviors and signs. The document is closely associated with Party building in terms of morality, setting an example, and upholding the self-discipline of Party members.'
Public approval
Party Committees from grassroots to central level have systematically implemented the Resolution to identify and fight against degradation among Party officials and members. The public has become more confident in the Party’s fight against corruption without exception or prohibited zones. Violations by Party officials and members including individuals who have relocated or retired have been strictly dealt with. In the 12th tenure, more than 110 Party officials and members at the central level were disciplined or punished.
The Party’s determination to promptly diagnose symptoms of degradation and promptly deal with them has received public support and praise. The results have evidenced the correctness of the Party Resolution, created motivation, and enhanced the public and Party members’ confidence in Party building and rectification.
