Vietnamese Youth Development Strategy

(VOVworld) - Deputy Prime Minister Nguyen Thien Nhan has asked the National Youth Committee to cooperate with relevant agencies to implement the Vietnamese Youth Development Strategy until 2020. Speaking at a recent plenary meeting of the National Youth Committee, Nhan stressed three major tasks including education of ideology, morality and lifestyle, job creation, and construction of healthy entertainment places for young people.

The Prime Minister approved the Vietnamese Youth Development Strategy from 2011 to 2020 late last year, which aims to develop a generation with knowledge and skills to meet the needs of Vietnam’s the industrialization, modernization, and integration process. The strategy’s targets include generating jobs for at least 600,000 young people annually, offering job consultation for 80% of young people, and reducing the unemployment rate for young people in urban areas to below 7% and in rural areas to below 6%. By 2020, the strategy aims to provide vocational training for 70% of youngsters of working age and job guidance for all students.

Deputy Prime Minister Nguyen Thien Nhan says the successful implementation of the strategy should involve the Youth Union, the National Youth Committee, and the Ministry of Home Affairs. The Action program of the strategy should define specific tasks for young people, localities, ministries, and sectors with regard to scientific and technological application, human resources development, and support policy. "The Prime Minister’s approval of the strategy has provided us a special tool to realize our youth development goals nationwide. It also aims to achieve our central tasks of fostering the political system and promoting democracy. The strategy defines periodical meetings between leaders of the sectors or localities and young people, and Youth Month in March is believed to be the best choice to exchange ideas." Nhan said.

The Deputy Prime Minister has urged ministries, sectors, and local administrations to focus on the quality of education and training to improve young people’s independence and creativity, upgrade vocational training centers, and offer incentives for young talents. Good models such as the village of young people setting up businesses and green summer volunteer campaigns should be replicated and expanded. Minister of Health Nguyen Kim Tien introduces: "The Ministry of Health has always encouraged and offered opportunities for young people to contribute. We have projects to train young doctors and specialists, who will be assigned to remote and disadvantaged regions after graduation. The Ministry will issue a decree on social responsibility for young doctors."

Leaders of ministries and sectors are asked to create healthy recreational activities for young people, especially in industrial and processing zones. Vietnam has approximately 200 industrial zones with 5 million workers, and 40% of them are young. Hoang Ngoc Thanh, Vice Chairman of the Vietnam General Confederation of Labor, says stable incomes, good living conditions, and healthy recreational activities will lead to high social efficiency. "I care about measures to reduce unemployment among young people and co-ordination among ministries and sectors. When talking about ideology, we first have to ensure good living and working conditions. We have to focus on both material and cultural lives of young workers." Thanh emphasizes.
