The sculpture marks an event which happened in the area on October 26, 1967, when the military and people of Hanoi arrested John McCain, then serving as a pilot in the American Navy’s air force. Senator McCain was imprisoned in Hoa Lo Prison in Hanoi for five years before being released following the Paris Peace Accords signed in 1973.
