6th session of the 11th Party Central Committee opens

(VOVworld) – The 6th session of the 11th Party Central Committee, which opens on Monday in Hanoi, will discuss issues relating to the current socio-economic situation,  and socio-economic development plans, State budget estimates for 2013, restructuring of state-owned enterprises, policies on land, science and technology, planning of the Party Central Committee, the Politburo, and party building among others.

In his opening speech, Party General Secretary Nguyen Phu Trong said that high on the agenda will be 3 major issues: socio-economic development, science and technology and party building. He also urged for the reforms of growth models and economic restructuring with a focus on restructuring of public investment, state-owned enterprises and the commercial banking system. Trong called for more efforts to curb inflation, stabilize macro-economy, ensure social welfare and maintain reasonable growth: “We should assess the situation accurately to define the correct major goals for 2013. Should we continue to pay attention to controlling  inflation, stabilizing macro-economy, improving investment environment, developing production, and regaining growth momentum? We need to ensure social welfare in combination with economic restructure, paving the way for higher growth in the remaining time of the 5 year-plan.”

The party leader asked the Party Central Committee to lead on the amendments to the Land Law, under which land prices are defined by the State in line with market mechanisms and State management and regulations.Trong said that science and technology are Vietnam’s primary policy and a momentum for socio-economic development, urging for the comprehensive reform of the educational and scientific research systems.

The Party leader said that the resolution of the 4th plenum of the Party Central Committee on party building is being implemented actively:“The planning of the Party Central Committee, the Politburo, the Secretariat and key positions of the party and state encompasses requirements for a specific position, the age group, numbers of personnel and requirements of planning. The conditions for selecting cadres, the management and implementation of the planning are needed. When these issues are agreed, the Party Central Committee will release a resolution. Then the Politburo will lead on the planning for the Party Central Committee, the Politburo, the Secretariat and key positions of the party and state for 2016-2021 and following terms.”
