(VOVworld) – The 13th plenum of the 11th Party Central Committee opened in Hanoi on Monday. Party General Secretary Nguyen Phu Trong chaired the opening ceremony. In the morning, politburo member Dinh The Huynh read the politburo’s report on opinions contributed by people from all walks of life to the draft political report of the 12th National Party Congress. Prime Minister Nguyen Tan Dung read a report approving the politburo’s explanations on contributions to the draft report on socio-economic development directions until 2020.

In the afternoon, delegates worked in groups to discuss opinions contributed to draft documents of the 12
th National Party Congress.
High on the meeting’s agenda were opinions contributed by Party Congresses at all levels, National Assembly deputies, Fatherland Fronts, Party members, and the public to draft documents of the 12
th National Party Congress, a report on the implementation of the Party Central Committee resolution on Party building, and personnel preparations for the Party Central Committee, the Politburo, and the Party Secretariat. Party leader Nguyen Phu Trong addressed the opening ceremony:
"I call on the Party Central Committee to analyze all the reports, taking into consideration all contributions made by Party members and people from all walks of life. Discussions will focus on proposals and amendments to draft documents in preparation for the upcoming National Party Congress."
Mr. Trong emphasized the importance of personnel preparations for the 12th Party Central Committee: "The Politburo will report on personnel preparations for the 12th Party Central Committee, the Politburo, the Secretariat, and the Central Supervisory Committee. The meeting will vote on a list of nominees for these important positions."
The meeting will run until December 22.
