Improving enforcement of laws on normative legal acts

(VOVworld) – The Ministry of Justice is urged to improve the exercise of the socialist-oriented market economy. Deputy Prime Minister Nguyen Xuan Phuc was speaking at a national conference to review the enforcement of laws on normative legal acts organized by the Ministry of Justice in Hanoi on Saturday. Phuc stressed the need to focus on creating a competitive business environment, boost administrative reforms, proactively integrate into the world and ensure human rights and citizens’ rights to freedom and democracy: “The law on normative legal acts should be a tool to ensure the proposed process of building, submitting and approving policies. It should be a center of the entire process of building laws, including laws, ordinances and decrees of the Government. The Party guidelines and State policies should be made into concrete, appropriate and feasible regulations, which reflect the real life”.

Deputy Minister of Justice Dinh Trung Tung said: “The draft law on normative legal acts was just built in the context of revising the 1992 Constitution. This paves the way for identifying the competent agencies in charge of issuing the normative legal acts, reforming the law making process and enhancing democracy and transparency in building normative legal acts. This also helps tighten disciplines to ensure the quality of the acts, promote the responsibilities of state agencies in organizing the enforcement of the Constitution and laws and the social awareness in law enforcement". 

Central State agencies have issued more than 5,200 normative legal acts, covering almost all areas of social life.
