(VOVworld)- A conference on improving the performance of People’s Councils in northern cities and provinces opened in Lao Cai province on Wednesday. The participants exchanged experiences on reform and how to improve the performance of the State apparatus at local level in line with the 2013 Constitution.

NA Vice Chairwoman Tong Thi Phong addresses the conference

In her address, NA Vice Chairwoman Tong Thi Phong stressed the need to clarify the structures, functions and authority of the local administration in rural, urban, and island regions as well as how to delegate power from the central to local levels. Phong said: “The conference created a good opportunity to swap experiences in improving the quality and effectiveness of the People’s Councils’ operations. It will contribute to consolidating a Vietnamese state governed by the law, of the people, for the people and by the people as well as the drafting of the law on local administration organization”.
