The visit is taking place within the framework of a strategic dialogue - following an agreement to enhance ties reached by the leaders of the two countries during a summit in June this year, the Russian embassy in Pyongyang said in a statement.

"In accordance with the spirit and terms of the new treaty, both sides will regularly engage in in-depth consultations on bilateral relations and international politics at the highest diplomatic level as well as at levels between deputy foreign ministers and heads of structural departments," it added.

Choe's visit is expected to involve talks with Russian officials on many issues, including a potential visit by North Korean leader Kim Jong Un to Moscow in early 2025 at the earliest.
