(VOVworld) – A ceremony was held in Hanoi on Thursday to announce a decision to promote Deputy Minister of Public Security Bui Quang Ben and Phuong Minh Hoa, Deputy Director of the General Department of Politics from lieutenant general to senior lieutenant general.
