At the 4th international conference in Moscow on preventing and countering violent extremism, he said Vietnam has issued policies, laws, and regulations on ethnic and religious affairs on the basis of respecting and ensuring freedom of belief and strengthening the great national unity bloc. 

General Lam, speaking to delegations from 40 countries and international organizations, proposed several solutions to strengthen international cooperation in dealing with violent extremism. These solutions are based on the fundamental principles of the UN Charter and international law, respect for countries’ independence, sovereignty, and territorial integrity, and non-interference in countries' internal affairs.

The proposed solutions include boosting cooperation among countries; strengthening exit and entry management and the management of foreigners studying or working abroad; collaborating to resolve the root causes of violent extremism and terrorism; and narrowing the capacity gap in fighting violent extremism through technology transfers.

These proposals were well received by the delegates, with Russian Deputy Minister of Internal Affairs Igor Zubov calling on attendees to build guidelines to turn these proposals into reality.
