According to Major General Tran Minh Tuan, Deputy Director of the Institute of Defense Strategy, Dien Bien Phu victory is the pinnacle of the art of warfare and the Vietnamese people's war in the Ho Chi Minh era.
“The Dien Bien Phu victory left behind extremely unique military art values. It was the art of directing and conducting people's war. The Party determined that this was an all-people, comprehensive, long-term, self-reliant resistance war, therefore, all people from North to South, from forests, mountains, plains, and rural areas to urban areas were united and coordinated with the army to fight and serve the fight under the leadership of the Party."
"Vietnamese military art was based on the people's war policy that was formed and developed in the nation's history of fighting foreign invaders. In the Dien Bien Phu campaign, this warfare evolved to a new level and created the strength of the entire nation,” Tuan said.
