(VOVWORLD) - Ho Chi Minh City has pushed administrative procedure reforms in order to create a more favorable business environment. Under this year’s theme, "Building an urban administration and improving investment environment", the city administration has implemented a number of innovative models.

Early this month, District 1 and Viettel jointly launched an Electronic Know Your Customer (eKYC) service to handle administrative procedures for individuals and businesses.
People who register online for administrative procedures only need to submit the front- and back view photos of their ID to the system, which will use AI face-matching technology to identify them and complete a form at 99% accuracy.
The technology works on multiple devices including computers, smartphones, and tablets.
Nguyen Van Dung, Chairman of the District 1 People’s Committee, says this is the first step to better administrative services.
“What we want is to reduce the interaction between the district's staff and businesses and individuals while preserving speed and accuracy. The eKYC service will achieve the goals of administrative reform and help people get what they need without coming to government offices,” said Dung.
Pham Duc Tieu of Ben Nghe ward in district 1 says the service is user-friendly, adding, “I trust and like the service. I advise others to use it because it’s so convenient.”

In early March, District 6 put into use the first “document ATM”. The system has been praised by locals for saving their time.
According to Vuong Thanh Lieu, Vice Chairwoman of the District 6 People's Committee, the machine will continue to be monitored for defects and improved to better serve the public.
“We will upgrade the machine with more features and add more administrative procedures to serve people’s diverse needs,” said Lieu.
Nguyen Thanh Phong, Chairman of HCMC’s People's Committee, said that 2021 is the first year to implement in Ho Chi Minh City the National Assembly's resolution on urban administration and the National Assembly Standing Committee’s resolutions on restructuring administrative units at district and commune levels and establishing the new Thu Duc City. These resolutions will create new opportunities for municipal development, and streamline organizational structure.
“HCMC will continue to improve the working methods of state administrative agencies in the spirit of serving the public responsibly and encouraging dynamism and creativity,” said Phong.
