A number of participants underlined the need to clarify the scope of amendments which cover policies the 13th National Assembly had not adopted and policies which haven’t yet been put in place.
Professor Tran Ngoc Duong, Head of the VFF Central Committee's Consultancy Association for Legal Democracy, commented on the revised penal code.
“In order to add a new crime to a law, it’s necessary to summarize practical case studies and analyze its impacts pursuant to the regulations of the Law on Issuance of Legal Documents. Multi-level trading is a new form of trading in Vietnam. Like any other business types in a market economy, it may be an illegal trading act.”
