(VOVWORLD) - The Party’s cadre work made an important contribution to Vietnam’s achievements in socio-economic development and national security and defense in the first half of the 13th tenure of the Party Central Committee. The Communist Party of Vietnam continues to fine-tune mechanisms and policies to build a contingent of cadres to meet the needs of the country's development and strengthen the Party’s leadership capacity.

Under the leadership of the Party, ministries, sectors and localities have effectively implemented the mobilization, rotation, appointment, and planning of cadres and arranged the organization to fulfill the political tasks of the Resolution of the 13th National Party Congress.
Cadre work contributes to socio-economic achievements
Since the beginning of the 13th tenure of the Party Central Committee, the Ministry of Public Security has been exemplary in the political system in realizing the Resolution of the 13th National Party Congress by reforming and reorganizing its apparatus and institutions and restructuring the contingent of cadres to fulfill the tasks of safeguarding national security and order.
As of mid-2022, the police of 63 provinces and centrally-run cities have arranged more than 48,000 policemen in communes and townships nationwide, serving local socio-economic development and ensuring a peaceful and happy life for the people.
Ha Van Tung, Chairman of the People's Committee of Tam Thanh commune, Quan Son district, Thanh Hoa province, said: "The regular police force has been arranged in the commune for more than 3 years. They have high sense of responsibility, closely follow the situation in the area, and have close relationship with the people. This work is under the State project on deploying regular police to the grassroots level and has received applause from the people."
Cadre work has contributed greatly to the socio-economic development of the Mekong Delta province of Hau Giang. Since the beginning of the 13th tenure of the Party Central Committee, Hau Giang province has issued more than 270 decisions on personnel and cadre affairs, mobilizing, rotating, and appointing 46 cadres, approving 11 cadres, assigning 28 cadres, removing 4 cadres from the cadre preparation plan, and sending 73 cadres to training courses at home and abroad.
Lu Xuan Son, Deputy Head of the Organization Commission of the Hau Giang provincial Party Committee, said the province has reformed and created breakthroughs in personnel work toward building a contingent of cadres with qualifications, capability, aspirations and prestige.
"We advised the province on cadre arrangement on the basis of fostering cadres with talent, morality, dedication, determination and aspiration to fulfill their political tasks. We have gained initial results in implementing a number of projects on personnel affairs. The awareness and ideology of state employees and civil servants have improved. Key leaders have better awareness of their tasks, demonstrated their determination, resoluteness, dynamism, and creativity, gained consensus from the public and fulfilled their tasks," said Son.
The Party continues improve institutions on cadre affairs
Since the 13th National Party Congress, the Party has particularly focused on fine-tuning institutions concerning cadre affairs. Resolution 65 of the Party Politburo on cadre rotation, Decision 69 on disciplining of violated Party organizations and Party members, Decision 80 on power delegation in the management and appointment of cadres, and Conclusion 20 of the Party Politburo on the arrangement of cadres under the management of the Party Politburo and the Party Secretariat.
Before that, the Party Politburo adopted Conclusion 14 on promoting and protecting dynamic, creative cadres for the common interest. In response to the Conclusion, the Ministry of Home Affairs is developing a Decree on encouraging, protecting dynamic, creative cadres who dare to think, dare to work, dare to create breakthroughs for the common interest.
Deputy Minister of Home Affairs Nguyen Duy Thang said: "The Decree on encouraging and protecting dynamic and creative cadres focuses on clarifying the scope of regulation and the subjects of application. Regarding the scope of regulation, we prescribe protection principles, conditions, and procedures. The subject for application is very broad. We also need to clarify the principles of regulations on the protection of cadres and clarify the process of protection and encouragement."
Cadre work under the leadership of the Party, with vivid practice in the Ministry of Public Security and Hau Giang province, has contributed greatly to socio-economic development and ensuring national defense and security.
To respond to the requirements of reality, the Communist Party of Vietnam has focused on perfecting the institution and fostering a contingent of virtuous, qualified, capable cadres. The drastic changes in the Party's half-term cadre work are convincing, contributing to improving the Party's leadership and ruling capacity, and increasing the people's confidence in the revolutionary cause led by the Party toward a strong and prosperous Vietnam.
