(VOVWORLD) - The Resolution of the 13th National Party Congress which maps out major directions for national development is being implemented by the Party and the people. The resolution emphasizes the importance of making people’s aspirations and legitimate rights the goal of development.

At the closing session of the 13th National Party Congress, Party leader and President Nguyen Phu Trong said the Party is determined to realize this resolution.
'It’s important to soon realize the Party resolution, which aims to make people prosperous and happy. The successful realization of this resolution will demonstrate the success of the Congress,' said Trong.
The goal of making people rich and happy was repeated by Mr. Trong at the closing of the Congress. This is the goal the Communist Party of Vietnam has been aiming at for the last 91 years. Since its foundation, the Communist Party of Vietnam has been consistent with Ho Chi Minh Thought which says nothing is more precious than people and their unity. The Vietnamese revolution and Vietnam’s 35 years of national renewal, succeeded by mobilizing the people’s strength toward national defense, construction, and development. At its 13th Congress, the Communist Party of Vietnam continued to focus on people and their interests. The Party resolution has been applauded by the public.
'We are Party members and also ordinary people. We like the perception of “public benefit.” All plans and programs are focused on the people and bringing benefits to the people,' said a resident.
'People are at the root of the saying that by wining people’s hearts one can achieve anything. That’s why the goal of the building of the Party and the nation is focused on the people. The ground of the Party is the people. The Party resolution must focus on the people and wins the people’s consensus.' said a resident.
The ideology of caring for the people and promoting the people’s mastery is embedded in the resolution. To the motto “people know, people discuss, people do, and people check”, the Party resolution also adds “people supervise and people benefit”. Professor Doctor Phung Huu Phu, Vice Chairman of the Central Theoretical Council, said, 'Benefit is the major driver of the market economy. The fairness of benefits is very important, We do and we benefit. The more we do, the more we benefit. This is the principle of socialism under which distribution is made according to labor. People who produce should be the beneficiaries of the achievements they make. That is the nature of our social regime and the driver of social development.'
Realizing the people’s right to benefit will help achieve the ultimate goal of socialism - people’s happiness.
Ensuring that people get what they deserve starts at the grassroots level. Leaders of provinces, districts, communes, and wards must make the people’s happiness and wealth their ultimate goal. After each Congress, they need to develop specific programs to realize the Party resolutions. Secretary of Ha Tinh’s Provincial Party Committee and Chairman of the Ha Tinh provincial People’s Council Hoang Trung Dung said that following the 13th National Party Congress, Ha Tinh’s Party Committee met to discuss and disseminate Party resolutions among Party members and the people. 'We discussed Party resolutions and worked out plans to realize them based on our local situation. We all want to develop Vietnam and improve people’s lives,' said Dung.
Public consensus is the measure of the value of the Communist Party of Vietnam and also the root of the Party’s vitality. Public consensus is also the path to realizing the aspiration of making Vietnam a strong and prosperous country with vision toward the 100th founding anniversary of the Party and the 100th founding anniversary of the nation.
