It has been implemented in sync nationwide, particularly in agencies and units of the military and coast guard forces by the Zone 1 Coast Guard Command. The Command has run communications activities with local authorities and people to raise their awareness about Vietnamese and international law and regulations when fishing at sea, radio contact frequencies once incidents occur to join efforts in national sea and islands sovereignty protection. As a result, fishermen pledged to comply with the law and not commit illegal fishing so that the yellow card on Vietnamese seafood exports could be removed.
