(VOVWORLD) - Party General Secretary Nguyen Phu Trong delivered a keynote speech at the first session of the 15th National Assembly on Tuesday. He emphasized that as the highest representative body of the people and highest state agency of the Socialist Republic of Vietnam, the National Assembly needs to capitalize on its achievements and experiences of the past 75 years, and improve the quality and efficiency of operations to best meet the requirements and political tasks of the country in the new period. Party leader Trong congratulated the newly elected deputies of the current tenure and said he believes this first session of the 15th National Assembly will open promising prospects for the Assembly's activities.
Every session leaves its mark
Recalling the National Assembly’s history over the past 75 years, the Party leader said the legislature has always stood by the nation as it amassed achievements in legislation, oversight, foreign affairs, and decision making. According to Party General Secretary Trong, each session of the Assembly has left its own imprint while fulfilling its responsibilities to the people and properly performing its functions, namely constitution-making, law-making, supreme supervision, and deciding important national issues.
Since its inception, the National Assembly has promulgated 5 Constitutions, in 1946, 1959, 1980, 1992, and 2013, creating and refining a political and legal foundation for Vietnam’s stable and sustainable development.
Legislative activities have institutionalized Party guidelines to build and refine a legal system; meet the requirements of Vietnam’s struggles for national independence, national construction, national defense, and socio-economic development; maintain political stability; ensure national defense and security; and integrate into the world.
Oversight activities have ensured that state agencies overcome their shortcomings and limitations and improve their operational quality and efficiency.
Decision-making has achieved substantive results. National Assembly resolutions on socio-economic development plans, financial and monetary policies, and policies on ethnicity, religion, national defense, security, and foreign affairs have been in line with Party guidelines and directions and the people's will and aspirations.

“The National Assembly's achievements over the past 75 years have been rooted in the careful leadership of the Party. The Assembly has institutionalized Party guidelines and policies into law and implemented them in its operations. The close bond between the National Assembly and the people, the Assembly’s understanding of the people's thoughts and aspirations, its listening to and receiving the opinions and recommendations of voters, and its overseeing the settlement of voters' petitions, have made the National Assembly truly the highest representative of the will and aspirations of the people," said Party General Secretary Nguyen Phu Trong.
Implementing major decisions
According to Party General Secretary Nguyen Phu Trong, renewal, industrialization, modernization, construction, and defense are causes that have set for Vietnam difficult but ultimately glorious tasks. He urged the National Assembly to quickly complete a consistent and substantive legal system and prioritize practicable laws that will create breakthroughs in socio-economic development.
“In the immediate future, efforts should be made to institutionalize and concretize momentous decisions made at the 13th National Party Congress, make sure that the 15th National Assembly will prosper, and meet the requirements and tasks of the revolution and the people's aspirations in the new period. To do so, all deputies in this term need to uphold their sense of responsibility, wholeheartedly serve the Fatherland and the people, listen to the people, and fulfill to the best of their ability the tasks assigned by the voters and the public.”
Mr. Trong said he is certain the National Assembly will make even greater contributions to Vietnam’s renewal, and honor its role as the highest representative body of the people and the highest state authority of Vietnam.
