Collecting public opinions on the revised Civil Code

(VOVworld)- Revisions of the Civil Code have been made available for public feedback. The Civil Code is a basic law regulating many other laws and civil exchanges in society. Efforts are being made to ensure that all opinions on the revised Civil Code are considered.

Ministries, sectors and localities have held a number of conferences, seminars, and trainings to collect public opinions on the revised Civil Code.

Major task of the 1st quarter of 2015

In Hanoi, the Judicial Department helped the municipal People’s Committee collect public opinions on 10 major issues of the revised Civil Code. The Department also held a number of conferences and seminars to collect opinions from experts, scientists, and enterprises.

The Civil Code is an important law that regulates all civil transactions, so, it’s important to disseminate the law to the public. Phan Quynh Dao, Deputy Director of Can Tho City’s Judicial Department, says there are different ways to disseminate the law and collect opinions from different people: “We will organize a conference to introduce revisions to the communicators in the city. We will help departments and sectors organize conferences to collect opinions. In the community, we will disseminate the revisions of the Civil Code first and then we will collect opinions. We will collect opinions from each and every household in the city”.

In Khanh Hoa province, more than 200 representatives from departments, sectors, organizations, Bar Associations, districts, communes, schools, and communicators attended a conference on collecting public opinions on the revised Civil Code. The provincial leaders worked out specific plans to ensure the collection of public opinions is effective. The Ha Nam provincial authorities assigned departments and agencies to organize activities to collect opinions on all contents of the Civil Code. District People’s Councils and People’s Committees have been asked to collect public opinions on those revisions relating to socio-economic development, customs, and issues of local concern.

Ha Tinh province focused on collecting public opinions on revisions relating to banking, enterprises, and individual businesses.

Ensuring human resources and logistics in opinion collection

Law communicators play an important role in helping Ministries and sectors implement this task. The Ministry of Justice held a conference to train law communicators to collect public opinions on the revised Civil Code. Deputy Minister of Justice Dinh Trung Tung said:“We want this conference to provide law communicators with an understanding of revisions to the Civil Code so they can help ministries and sectors organize conferences to collect public opinions”.

Nguyen Cong Anh, Head of the Legal Document Department of the Hanoi Department of Justice, said that 300 law communicators will be the key force for disseminating the revised Laws to the public at district and commune level: “The Hanoi Department of Justice will organize a training workshop for the communicators. We will also invite communicators of the Ministry of Justice and select the best people to participate in other dissemination conferences”.

Localities have prepared necessary logistics for collecting public opinions. Ha Nam province has broadcast conferences live and posted the revised Civil Code on its e-portals and e-portals of the provincial Department of Justice and mass media.

The revised Civil Code plays a crucial role in the law and ordinance building of the 13th National Assembly. The collection of public opinions on the revised Civil Code will contribute to the fine-tuning of laws on civil relations and make the Civil Code flexible and aligned with national development.
