Confirming CPV’s leadership in Constitution revisions

(VOVworld) – The public has put forward many recommendations on Article 4 of the revised 1992 Constitution concerning the leadership of the Communist Party of Vietnam (CPV). Many opinions affirm that Article 4 is necessary and suitable to Vietnam’s political institution.

People say Article 4 of the draft Constitution revision improves the 1992 Constitution. It clearly defines the Communist Party of Vietnam as the vanguard, not just of the working class, but also of the people and the nation. During its 80 years of development, the CPV has worked for the interests of the working class, the people, and the nation. Clarifying the Party’s leadership in Article 4 is essential and in accordance with national development in the new period. Nguyen Van Thanh, a retired employee, said: "The Party has led the revolution, the nation, and society and ruled the nation with the people’s confidence. We affirm the Party’s role in the renewal period which has various complex developments."

Article 4 of the revised Constitution says that the Party is closely associated with the people, serves the people, is supervised by the people, and takes responsibility before the people for its decisions. The amendments stipulate the Party’s leadership and its responsibility to the people. It highlights the people’s supervisory role, which means the people have the right to criticize the Party’s guidelines and policies. Nguyen Tuan Anh, a lecturer of law at the National University, says: "The draft revision says the Party is under the people’s supervision. How to supervise? I suggest that the Constitution state that the people supervise the Party in line with the law on social supervision and criticism. We should have regulations for supervising the Party and Government."

The draft revision confirms that the Party’s organizations and all Party members are subject to the Constitution and law. Associate Professor Do Ngoc Ninh is a senior lecturer on Party building at the Ho Chi Minh National Academy of Politics and Administration. "Article 4 stipulates that activities of Party organizations and members must be under the Constitution and law. This is a strict regulation on the performance of the Party, its organizations and members. This regulation is stated in the Party’s charter as a principle of Party. Party organizations or members violating the law will be dealt with operation in accordance with the law and the Party’s regulations." Ninh says.

The Party’s leadership is undeniable but in order to meet the needs of social development, many believe the Party should continue to renew itself and each Party member should improve his or her political conscience and morality. These things should be stipulated in the Constitution.
