Vietnam has many favorable factors for benefiting from the 4th Industrial Revolution: a young, dynamic, and creative population, infrastructure for fast-growing digital technology, and improved mechanisms and policies. These are opportunities for Vietnam to become a prosperous, powerful country with a better material and cultural life.
Creating breakthroughs
Prime Minister Pham Minh Chinh said that accelerating digital and green transformation will create breakthroughs, shorten the process of industrialization and modernization, and improve economic productivity, quality, efficiency, and competitiveness.
Digital transformation must bring about visible, practical results for economic and social development. Vietnam should effectively implement its National digital transformation program to 2025, with a vision to 2030, and achieve this year’s target of "Building and exploiting data to create new values" and Project 06 to develop a population identification database and electronic authentication.
PM Chinh said Vietnam must accelerate building and implementing the Strategy for Digital Industrial Development and the Law on Digital Technology Industry, and promoting new goods and services. Vietnam must effectively implement the national strategy on green growth for the 2021-2030 period, with a vision to 2050, and the Political Declaration on Just Energy Transition Partnership (JETP) with international partners, and make the most of partners' support in technology transfer, management, human resource training, and financing.
Mr. Chinh urged successful implementation of the 8th Power Development Plan to reduce and balance emissions to honor Vietnam's commitments at the 26th UN Climate Change Conference in the UK and the 27th in Egypt.

Developing technology and science and building a strong national industry
Building a strong national industry is an important part of industrialization and modernization. Prime Minister Chinh said Vietnam will accelerate the restructuring of industry, align the industrial development of regions and localities with driving force zones, growth poles, and key economic corridors, and form industrial zones, industrial belts, and industrial clusters.
Vietnam will also develop science and technology to meet the requirements of industrialization and modernization and strongly promote entrepreneurship and innovation. The Prime Minister said the government will continue to fine tune policies to promote entrepreneurship in accordance with international practices. Policies will be issued to build a national innovation system and encourage organizations and individuals to use and produce new, clean, innovative technologies. A national startup culture should be promoted, especially among young people.
As a dynamic economy, Vietnam is steadfast in its goal of becoming a powerful and prosperous country, with industrialization and modernization playing an important role. Digital and green transformation is the key to creating breakthroughs to shorten the process of industrialization and modernization.
