Ensuring welfare for workers amid apparatus restructuring

(VOVWORLD) - A wide range of policies will be introduced to support public employees affected by the restructuring of administrative units, including the merger of provinces and communes. This is a matter of significant concern for the Party and the State, and it is a core component of the project being developed by the Ministry of Home Affairs.

At a Government press conference on Sunday, Deputy Minister of Home Affairs Nguyen Thi Ha said the Ministry is urgently formulating a project outlining specific policies for public employees following the merger and streamlining process.

Ms. Ha said: "We propose a standardized regime for public employees from the central to the communal level, eliminating the current distinctions between public employees at the central, provincial and communal levels. We will review and retain personnel that have sufficient qualifications, competence, and professional standards to continue working in government agencies, organizations, and units. For those reassigned to lower positions or temporarily without specific roles, existing salary and allowance levels will be maintained. Individuals who wish to retire early or who do not meet the job requirements will be eligible for preferential policies and support packages."

The Ministry of Home Affairs is considering a number of incentives, such as reducing the minimum required social insurance contribution period, waiving deductions in pension rates for early retirees, and increasing allowances for each year of early retirement.

The Government has repeatedly stressed that the merger and streamlining of the administrative apparatus is a requirement in the new development phase. Policy design must aim not only at structural reorganization but also at improving the quality of public personnel.

Deputy Prime Minister Nguyen Hoa Binh said: “We need to evaluate cadres accurately and attract talented individuals into the public sector. No matter how streamlined and scientific the structure may be, its effectiveness ultimately depends on the people working within it. We must combine structural reform with personnel reorganization, selecting the most capable, dedicated individuals.”

Binh said that policies must be grounded in the principles of fairness, humanity, balance, and rational correlation among different groups to stabilize lives and ensure the rights and legitimate interests of individuals. Regulations and policies should be consistent, building on current frameworks and governed by the principle of leaving no one behind.
