(VOVworld) – The 9th session of the 13th National Assembly closed on Friday after a month of meeting, in which deputies discussed and approved several important laws regarding national development. VOV’s Ngoc Anh reports.
During this session, deputies approved several major laws of major impact to the socioeconomic development and public towards sustainable socioeconomic development. They debated and contributed opinions on draft documents to be submitted to the 12th National Party Congress.
Focusing on legislation
The National Assembly approved 11 draft laws, 5 resolutions, and commented on another 15 bills, all of which are of great importance to national socioeconomic development in the 2015-2020 period. Most noteworthy are the Law on Sea and Island Natural Resources and Environment, the revised Law on State Budget, the revised Law on State Audit, and the Law on the promulgation of legal documents. National Assembly Deputy Chairman Uong Chu Luu said: "More should be done by the National Assembly to meet national development requirements, to build a state governed by law, improve the market economy, and boost international integration. Legislation must ensure cohesion, unity, and feasibility in practice. The new laws must be better than the existing ones."
The draft laws debated during this session reflect the spirit of the 2013 Constitution, which aims to ensure human and citizens’ rights.
Promoting growth, ensuring social security
Lawmakers focused discussions on measures to fulfill socioeconomic tasks in 2015 and boost the future economy. Vietnam hopes to achieve sustainable development as its economy recovers. This year, Vietnam targets GDP growth of 6.2% and a 10% growth in export turnover while keeping the inflation rate around 5% and generating jobs for 1.6 million workers. Deputy Prime Minister Nguyen Xuan Phuc is an NA deputy representing Quang Nam province: "The government will continue to maintain macroeconomic stability and improve the investment and business environment. Vietnam has been successful in attracting foreign direct investment, especially official development aid (ODA). A key to international integration is improving the competitiveness at national, corporate, and individual levels."
Another important solution debated by the NA is reorganizing the market and expanding export markets while promoting administrative reform and reducing corruption and waste.
Enhancing supervision activities
Q&A sessions have an important oversight role at every National Assembly meeting. Two and a half days are reserved for Q&A sessions in which officials such as the Minister of Agriculture and Rural Development, Industry and Trade, Science and Technology, and Education and Training address deputies’ questions. Under authorization by the Prime Minister, Deputy Prime Minister Nguyen Xuan Phuc clarified some issues regarding government management of socioeconomic activities and directly answered deputies’ queries. Nguyen Hanh Phuc is Chairman of the National Assembly Office: "Q&A sessions were better this year. Ministers and deputies got straight to the point, instead of beating around the bush. The National Assembly adopted a resolution on Q&A sessions which I think was a success."
The NA session set tasks to be completed in 2015 to achieve sustainable national development goals. The session’s success has bolstered public trust nationwide.
