Party Central Committee’s 8th session decides national issues

(VOVWORLD) - The 12th Party Central Committee has convened its 8th session to review Vietnam’s socio-economic situation and budget implementation in 2018 and plans for 2019, discuss draft regulations related to the responsibility of Party members and officials to set a good example, and the 10-year implementation of a Party resolution on Vietnam's Maritime Strategy until 2020. In his opening speech, Party leader Nguyen Phu Trong asked the Party Central Committee to promote a strong sense of responsibility in deciding national issues.

Party leader Nguyen Phu Trong said the 8th session is taking place in the middle of the Party’s 12th tenure. 2018 is a pivotal year in implementing the 12th Party Central Committee’s Resolutions. High on the agenda are important leadership issues directly related to achieving  socio-economic development targets and building a clean, strong Party.

New socio-economic issues

The Party Central Committee will set long-term guidelines for social, economic, financial, and banking issues. Party leader Nguyen Phu Trong asked for thorough assessment of the socio-economic situation and state budget since the beginning of the year, estimate the situation in the last quarter, and make a mid-term evaluation of socio-economic development, financial and state budget, and public investment plan from 2016 to 2020.

He asked the Party Central Committee to point out problems, shortcomings, and their causes and collate them with the targets and tasks of 2018 and of the 12th Party Central Committee’s tenure. They include macro-economic management, inflation control, an economic growth rate of 6.5 to 6.7% in 2018 and 6.5 to 7% from 2016 to 2020, three strategic breakthroughs,  economic restructuring, growth model reform, work productivity, economic competitiveness, socio-cultural development, and welfare. Party leader Trong said: “We need to identify general goals, major tasks, and the breakthrough solutions needed to achieve set targets for 2019 and beyond. Policies should be feasible and recognize new developments in the region and the world, such as current trade tensions between world powers, complications in the global financial and monetary market, and fluctuating petroleum prices.”

Developing maritime economy on a par with the national economy

Reviewing the 10-year implementation of the Party Resolution on Vietnam's Maritime Strategy until 2020 is an important task related to social development, natural resources protection, climate change response, sea water rise, national defense, diplomacy, and maritime cooperation.

The Party Central Committee will consider issuing a new resolution on Vietnam’s Maritime Strategy because the current one expires in 2020. Regional and global changes demand revised guidelines and orientations for the maritime economy. Mr. Trong said: “Maritime economic issues are closely associated with the national economy which needs to be popularized in the political system and all social strata to raise public awareness on the management, exploitation, preservation, and promotion of Vietnam’s maritime advantages.”

Party leader Trong said the new resolution will steer the government and agencies to compile strategies, plans, policies, laws, and programs and mobilise resources for mid-term investment in the maritime economy in line with the National Strategy on Socio-economic Development from 2021 to 2030.

Mr. Trong also underscored the need to issue a regulation requiring Party members and officials to set a good example, especially members of the Politburo, the Party Central Committee’s Secretariat and the Party Central Committee.
