(VOVworld) – Personnel alternatives for the 12th Party Congress are high on the agenda of the 11th plenum of the 11th Party Central Committee in Hanoi. In his opening speech, Party leader Nguyen Phu Trong underscored this important task which must follow an appropriate and thorough process. Major agenda items of a Party Congress are political orientations, Party tasks, and election of the Party’s leading bodies. Party leader Nguyen Phu Trong said the Central Committee has commented on documents drafted at the 9th and 10th plenum. From now until the Congress begins, the Party Central Committee will continue to finalize draft documents and prepare personnel for the Congress in line with Party regulations.
Cadres to be in charge of political tasks
Party leader Nguyen Phu Trong said the Party Central Committee will discuss and decide on the direction of personnel affairs for the 12th Party Central Committee which will serve as a basis for the preparation of personnel for the Party Central Committee, the Politburo, the Secretariat, the Party General Secretary, and the Party Inspection Commission, as well as key leaders of state agencies during the 2016-2021 period. Mr. Trong said personnel affairs should match the Party’s political orientations and tasks, and the protection and development of the Socialist Republic of Vietnam.
Vietnam’s reform process will face great challenges and opportunities in the near future. It’s necessary to continue building a transparent and strong Party, promote national unity and socialist democracy, defend the nation, create a peaceful and stable environment, and lay a firm foundation for Vietnam to become an industrial nation. Mr. Trong said: “In order to fulfill our important and complex tasks, we must set up a Party Central Committee, the Party’s highest governing body between two Congresses, to be a strong command center, a political nucleus, and a center of solidarity and consensus for the Party and the entire nation. On this task depends the future of the Party and the nation.”
Responsibilities in personnel preparation
Party leader Nguyen Phu Trong said that given the experience and lessons from the 6th to the 11th Congress and current realities, the sub-committee for personnel has drafted a personnel direction document for the 12th Party Central Committee. The sub-committee collected opinions of Party Central Committees at all levels and other Party organizations, who mostly agreed with the draft document. The sub-committee summarized the opinions and reported to the Politburo before submitting the draft to the 11th plenum. The Politburo’s report to the Central Committee covers the formation of the 12th Party Central Committee, criteria for members of the Party Central Committee, the Politburo, and the Secretariat, the number of candidates and the nomination process, and other requirements for personnel preparation.
Mr. Trong asked members of the Party Central Committee to be aware of the importance of personnel affairs and thoroughly debate related issues. He said members of the Party Central Committee, the Party Politburo, and the Party Secretariat must have a strong political stance, be moral and lead a healthy lifestyle, and be aware of maintaining and protecting unity within the Party. Mr. Trong said: “The personnel preparation process must take into consideration the sense of responsibility, justice, impartiality, purity, setting an example in abiding by Party regulations, and placing the Party and national causes above everything else. It’s important to fight any sign of individualism, opportunism, localism, factionism, or “group interests”.
Party leader Nguyen Phu Trong mentioned the number and the allocation of delegates attending the 12th Party Congress, the model of local administration, and the Long Thanh international airport project. He asked members of the Party Central Committee to promote a sense of responsibility and intellect and make specific recommendations for ensuring the success of the Party Central Committee’s 11th plenum.
