(VOVWORLD) - The Provincial Competitiveness Index (PCI) is an effective tool for identifying the limitations of the private sector’s development policies. The PCI index is necessary and important in the context of Vietnam's post-COVID economic recovery.

Over the last 17 years the PCI index has helped provincial and city authorities improve the quality of their economic management and investment environment. The development of the private sector in recent years has required a transition to greener development models.
The Vietnam Chamber of Commerce and Industry, VCCI, will take a new approach with the 2022 PCI survey, which will use a new set of questions to collect businesses' feedbacks on efforts by the provincial authorities to encourage sustainable production and business activities and promote green investment and innovation.
Pham Ngoc Thach, Deputy Director of VCCI’s Legal Department, said: “VCCI created a Provincial Green Index to encourage provinces and cities to create a greener business environment, which focuses more on growth quality than growth quantity. This will help Vietnam’s sustainable socio-economic development.”
Factors in the Provincial Green Index include mitigating the harmful impact of natural disasters and climate change on production and business activities; reducing the environmental harm caused by businesses by enforcing basic environmental standards; and maximizing the environmental benefits of local government and business activities via government incentives and support services.
Economist Le Duy Binh said: “The index should promote green growth and encourage innovation in all sectors. We must ask whether organizations, authorities, and localities have specific policies to promote green growth.”
The Provincial Green Index 2022 will assess the quality of the provincial environment from the perspective of businesses, measure businesses’ application of environment-friendly technologies and their response to the environment; and reflect businesses’ readiness to invest in the environment. This year's PCI will provide information on environmental quality and help localities screen investment projects to invest in a more environment-friendly direction.
