(VOVWORLD) - Caring for and protecting disadvantaged children requires the involvement of the entire society. Helping children integrate into the community, overcome their disadvantage, and acquire life skills are the goals of a community-based pilot model in Quang Ninh province.

A model program to give a boost to orphans, children with HIV/AIDS, and severely disabled children was launched in Quang Ninh in 2013.
The program has attracted wide support, particularly from rich families who have adopted children to give them a more stable life.
The provincial Social Work Service Center conducted a survey to find out children’s aspirations and the financial status is of families in Ha Long, Cam Pha, and Quang Yen commune. The Center has provided financial support to needy families worth 20 USD per family and another 20 USD per child. The children also receive 31 USD a year to buy clothes and school supplies. Professional workshops are regularly held on care-giving, teaching life skills, and helping individuals and families deal with their problems.
The model has helped children with disabilities integrate into the community. Dao Hong Lan, Deputy Minister of Labor, Invalids, and Social Affairs, said: “The current law on child protection, care, and education is based on the rights of all children, including disadvantaged children. The law is a tool for ensuring the rights guaranteed by Vietnam’s Constitution.”
In 2017, Quang Ninh’s Social Work Service Center will continue to work with local authorities and social organizations to follow the model for 30 children and 75 families who are ready to foster a disadvantaged child.
