(VOVworld)- In his closing speech at the 12^th meeting of the 11^th Party Central Committee, Party General Secretary Nguyen Phu Trong said the meeting will contribute to fulfilling this year’s socio-economic development plan, the implementation of next year’s plan and many other major national issues. Today, we bring you excerpts from the Party leader’s closing remarks.

Party General Secretary Nguyen Phu Trong said the Party Central Committee reached a broad consensus on the meeting’s resolution. He pointed out a number of issues that need further discussion and ordered implementation of the resolution.

Major socio-economic achievements

The Party Central Committee praised the positive socio-economic progress of the past nine months - continued economic recovery, year-on-year economic growth, macro-economic stability, ensured social security, improvements in people’s living conditions, administrative reform, and an improved business environment, rapid economic restructuring and increasing competitiveness. These achievements have contributed greatly to Vietnam’s socio-economic development in 2015 and in the 2011-2015 period, strengthened public trust, and created a foundation to make the 12^th National Party Congress a success. Party leader Nguyen Phu Trong said:“We need to foresee possible socio-economic developments in Vietnam, in the region and the world and the impact of international treaties in the 2015-2016 period, especially the establishment of the ASEAN Economic Community in late 2015 and new-generation free trade deals. It’s important to be aware of the opportunities and challenges created by these deals in order to make necessary preparations and promptly set policies and conditions to strengthen national construction and defense. We need to be thoroughly aware of policies that respond to the opportunities and challenges of the TPP”.

The Party leader said that with its achievements so far this year, Vietnam is likely to achieve a higher economic growth rate in 2016 and more rapid and sustainable growth in the coming years. He stressed the need to mainstream the 2016 socio-economic development in the 5-year development master plan until 2020 and respond to the Resolution of the 12^th Party Plenum which focuses on improving growth quality, ensuring sustainable growth, enhancing cultural and social development, and developing human resources.

Thorough personnel preparation

Party leader Nguyen Phu Trong said that the Party Central Committee has commended the Sub-Committee of Personnel and the Political Bureau for their thorough personnel preparations for the 12^th Party Central Committee. Trong praised the Political Bureau’s report on personnel preparations for the Bureau and the Party Secretariat along with key positions from the sixth National Party Congress in the time prior to the 12th National Party Congress. Party leader Nguyen Phu Trong said: “On the basis of the orientation and procedures of the personnel work and two rounds of nomination, the Party Central Committee discussed in a democratic, transparent and comprehensive manner the personnel plan for the 12^th Party Central Committee and other alternative plans. The Party Central Committee agreed with the Politburo’s report and discussed a number of criteria for special nominations to the memberships of the Party Central Committee and the Politburo, the re-election of a number of members of the 11^th Party Secretariat and specific criteria for the Party General Secretary, the President, the Prime Minister and the National Assembly Chairperson as well as other key positions. The Party Central Committee reached a broad consensus which will serve as a basis for the personnel work”.

The Party leader asked Party Committees at various levels to contribute to the elections of the 14^th National Assembly deputies and People’s Councils in the 2016-2021 term. Trong said successful implementation of the resolution of the 12^th meeting of the 11^th Party Central Committee will contribute to the fulfillment of this year’s socio-economic plan, the mapping out and implementation of next year’s plan, the success of the 12^th National Party Committee and the elections of the 14^th National Assembly and People’s Councils in the 2016-2020 period.
