Vietnam commits to climate action, strengthens cooperation with the UAE, Turkey

(VOVWORLD) - Prime Minister Pham Minh Chinh will attend the World Climate Action Summit within the 28th UN Climate Change Conference (COP28) in the United Arab Emirates (UAE) and pay an official visit to Turkey from November 29 to December 3, at the invitation of the governments of the UAE and the Republic of Turkey. The trip reflects Vietnam's consistent policies of working with the international community on climate action, enhancing relations with the Middle East and African countries, and promoting a cooperation mechanism between Vietnam and the Gulf Cooperation Council.

Prime Minister Pham Minh Chinh's trip will promote Vietnam's policy on green growth and climate change response, affirm Vietnam's role and position in regional and global cooperative frameworks, strengthen political trust, and boost Vietnam’s cooperation with the UAE and Turkey.

Helping to resolve global challenges

The World Climate Action Summit is the most important multilateral climate policy event of the year. It takes place amid increasing global impacts of climate change requiring countries to take drastic action to realize the 2015 Paris Agreement to keep the global average temperature rise below 2°C, narrow the gap of commitments on financial contributions and reducing greenhouse gas emissions, and help developing countries handle losses due to climate change.

Deputy Foreign Minister Do Hung Viet said Vietnam expects the Summit to make real progress in four directions.

First, countries will take stronger actions to reduce greenhouse gas emissions and carry out energy transition in a sustainable and equitable way.

Second, developed countries will honor their commitments to provide financing and technology to developing countries (100 billion USD per year, increasing in the 2025-2030 period).

Third, countries will adopt a clear and feasible Global Goal for Adaptation Framework.

Fourth, a Loss and Damage Fund will be made available to developing countries and countries severely affected by climate change.

Since Vietnamese Prime Minister Pham Minh Chinh announced at COP26 Vietnam's commitment to achieving net zero emissions by 2050, the Government, ministries, and localities have worked to achieve this goal, including adopting the 8th Power Plan, which significantly increases the contribution of renewable energy to the national total.

Vietnam also joined the Just Energy Transition Partnership (JETP) to attract resources for a just energy transition in Vietnam. At the conference in the UAE, Prime Minister Chinh is expected to announce a number of initiatives and commitments to global  climate change response efforts.

Deepening relations with the UAE and the Gulf

Attending the World Climate Action Summit, Vietnam affirms its strong support for the UAE, COP28’s host country.

The leaders of Vietnam and the UAE share the same view of developing comprehensive cooperation, especially in economics. Vietnam is one of the UAE’s top 10 largest import partners while the UAE is one of Vietnam's largest trade partners in the Middle East.

Bilateral trade turnover in recent years has reached approximately 5 billion USD. From January to October this year, bilateral trade totaled 4 billion USD, up 1.8% from last year. The two countries are accelerating negotiations to complete a Comprehensive Economic Partnership Agreement (CEPA) which will be an important milestone in Vietnam-UAE cooperation and friendship.

During his visit, Prime Minister Chinh will meet with high-ranking leaders and representatives of businesses and investment funds of the UAE to expand export markets for Vietnam.

Strengthening Vietnam-Turkey relations

Prime Minister Pham Minh Chinh’s first official visit to Turkey will be an important event as the two countries celebrate the 45th anniversary of their diplomatic relations (1978-2023). Vietnam and Turkey have maintained friendly relations and cooperation in politics, economics, trade, education, and culture.

Turkey considers Vietnam a top partner in ASEAN. Turkey is a large market with huge development potential in the Middle East. It has a demand for many Vietnamese staples and is Vietnam's second biggest export market in the Middle East (after the UAE). In 2022, two-way trade turnover totaled 1.65 billion USD and the two sides are striving to achieve bilateral trade revenue of 4 billion USD in the near future.

Prime Minister Chinh's attendance at the World Climate Action Summit within the framework of COP28, and bilateral activities in the UAE, and his official visit to Turkey affirm Vietnam's responsible engagement in global affairs, while deepening its relations with the UAE, Turkey, and the Gulf region.
