Vote of confidence and responsibility to the people

(VOVworld) – National Assembly deputies will conduct votes of confidence Saturday on key positions elected or approved by the National Assembly. This is the second time the NA has conducted comprehensive votes of confidence. Votes of confidence are an important political task which exercises the National Assembly’s ultimate supervisory right and helps leaders subject to a vote of confidence to increase their managerial responsibility.

The National Assembly deputies will evaluate 50 leaders elected or approved by the National Assembly, who have been in their post for at least 2 years.

Preparations for the votes of confidence

The Working Board has organized assistance groups to prepare documents for the deputies and the Vote Counting Committee. The documents cover the responsibilities, tasks, self-training, and self-evaluation of officials subject to a vote of confidence. One new requirement is asset declaration. The Resolution on personal assets and income declaration issued in July, 2013, defines asset declaration as part of the vote of confidence. In addition to providing documents, NA deputies must study information related to fulfilling their tasks as public representatives. Vo Thi Dung, deputy head of Ho Chi Minh city’s NA delegation, says: "The NA Standing Committee sent documents to the deputies prior to the 8th session. Reports made by officials subject to a vote of confidence were thorough and sufficient. The deputies have sought other information channels to learn more about the voted positions such as voters’ opinions and National Assembly supervisory activities."

Considering all aspects of the vote of confidence

Votes of confidence exercise the National Assembly’s supervisory role over officials elected or approved by the NA, and help those officials increase their responsibility and improve their performance. The first vote of confidence brought about definite changes. Truong Minh Hoang, a deputy from Ca Mau province, said several Ministers and Heads of sectors who received low confidence in the 5th NA session have improved their performance and received appreciation from the NA deputies and voters. Vo Thi Dung again: "Some outstanding examples include the Governor of the State Bank’s effort to stabilize monetary policies and the Minister of Transport’s drastic measures to resolve pending issues in his sector."

Bui Thi An, a deputy from Hanoi, said: "Votes of confidence are an effective way to supervise leaders at all levels. Since the previous vote, several leaders have tried to improve their performance. The voters expect leaders to repair shortcomings to develop their sectors."

Nguyen Ngoc Phuong, a deputy from Quang Binh province, said the officials subject to a vote of confidence have tried to demonstrate their ability and the legislative, judicial, and executive branches have changed for the better. National Assembly Chairman Nguyen Sinh Hung stressed the duty of the deputies to evaluate the performance of officials. "Votes of confidence will be conducted in the National Assembly and at the local level. Votes in the NA are for officials elected or approved by the National Assembly. Voters nationwide trust the deputies, who must be careful, unbiased, and have a sense of justice."

At the 5th session in June, 2013, for the first time in Vietnam’s legislative history, the 13th National Assembly conducted votes of confidence on 47 leaders elected or approved by the National Assembly. At this session, voters nationwide expect the National Assembly to fulfill its duty to the people, Party, and State with responsible, precise, and unbiased votes.
