The flight was made possible by Vietnamese and Singaporean agencies, Vietnam Embassy in Singapore, and Vietnam’s flag carrier. Passengers included people under 18 years of age, the elderly, people with underlying illnesses,  and workers or tourists whose visas expired. After their arrival, all the passengers were quarantined in accordance with regulations.
