According to the indictment, from 2003 to February 2012, at Đa Bia ecological resort in Ca Pass in Phu Yen province, the group’s leader Phan Van Thu and 21 others comprised a political organization called the Council for the Laws and Public Affairs of Bia Son. The group, disguised as an eco-tourism company, signed a contract on forest protection and afforestation with the Management Board of the Ca Pass Specialized Forest and built its headquarters in the forest. The group had 12 boards, 26 branches, 4 units, and a total of 300 members. It performed non-violent subversion which included composing documents to distort the Party’s guidelines and the government’s policies, smear the regime, and spread false information to deceive the public. The group created regulations, rules, and a platform to guide its local branches and a schedule for a future government when it would topple the incumbent administration to establish the Dai Nam Kinh Chau state led by Phan Van Thu and his accomplices.
