This was 9 slots higher than in 2019. The Ministry of Finance said on Thursday that Vietnam gained six points in all three component scores – Transparency, Public Participation, and Budget Oversight. Its Public Participation score of 17 exceeded the global average of 14.
According to the Ministry, the OBS 2021 results reflect Vietnam’s efforts to improve its budget transparency.
The OBS is an independent, fact-based research instrument that uses internationally accepted criteria to assess: public access to central government budget information; formal opportunities for the public to participate in the national budget process; and the role of budget oversight institutions, such as legislatures and national audit offices, in the budget process.
