(VOVWORLD) -The Vietnam Provincial Governance and Public Administration Performance Index (PAPI) 2017 was released on Wednesday.

PAPI is a joint collaboration between the Centre for Community Support Development Studies (CECODES), the Centre for Research and Training of the Vietnam Fatherland Front, and the United Nations Development Program. It measures public opinion on governance, policy enforcement, and public service delivery at a local level.
A survey conducted on 14,000 people nationwide last year showed that people were optimistic about corruption control in public administration. The rate of people receiving health insurance increased from 74% in 2016 to 81% last year. Ben Tre province ranks 2nd in the PAPI report among 63 provinces and cities.
Vice Chairman of Ben Tre provincial People’s Committee Nguyen Huu Lap said PAPI is helpful: “This year we’ll try to improve accountability to the public because this indicator remains low. We’ll focus more on environmental issues and resolving complaints and petitions relating to land. Transparency, publicity, and poverty reduction should be urgently addressed.”
