(VOVworld) – Strengthening activities to build a strong, transparent Party is a key item on the agenda of the 12th National Congress of the Communist Party of Vietnam from January 20-28, 2016. It’s a primary way for the ruling Party to strengthen its power and gain the people’s trust.
At previous Party Congresses, Party building was an important item in political reports. At the 10th Congress, the CPV placed importance on fostering the Party’s leadership and strength. The draft political document of the 12th National Party Congress comprehensively covers Party building in term of morality and leadership.
Party building is a continual task
Party building in the draft document of the 12th National Party Congress has upheld the implementation of the Resolution on “Some urgent issues on Party building” of the 4th session of the 11th Party Central Committee in January 2012.
After 4 years, the implementation of the Resolution has obtained initial results including strengthening discipline, warning, deterring, awakening, preventing negative behaviors, and creating a premise for Party building. Deterioration in the political ideology, morality, and life style of Party members has been prevented. Corruption and waste have been controlled. Personnel planning, training, and appointment have been tightened. The Resolution has helped boost national development, maintain political stability, develop the economy, and foster the people’s trust in the Party.
Among 6 key tasks of the 12th National Party Congress, the ultimate tasks are to strengthen Party building, prevent deterioration in political ideology, morality, lifestyle, self-evolution, and self-transformation, and develop a competent contingent, particularly strategic cadres, to take on their tasks.
Every Party member and organization has to elevate their sense of responsibility to before the people and the nation to turn political will into revolutionary activities to create breakthroughs in national development.
Associate Professor, Doctor Nguyen Viet Thong is Secretary General of the Party Central Committee’s Theoretical Council and a member of the Political Report’s Drafting Board: “Recent Party Congresses have mentioned Party building. The draft report of the 12th National Party Congress underlines building a strong, transparent Party. It implies morality, Party leadership, and strength. The Party’s leadership is the ultimate factor in ensuring success for Vietnam’s revolution.”
Building a strong Party to comprehensively lead the nation
The draft report stresses that Party building implements the resolution of the 11th Party Central Committee’s 4th session. The Party continues to follow Marxism-Leninism and Ho Chi Minh’s thoughts, creatively apply them to Vietnam’s situation, and insists on the targets of national independence, socialism, and reform.
The Party continues to prevent and drive back political, moral, and lifestyle deterioration. It’s important to combat individualism, opportunism, and materialism and develop a Party member contingent who are vanguards and role models at work.
The Party will implement this personnel strategy in the industrialization and modernization process and reforming Party elections and the selection and appointment of cadres. Fighting corruption and waste is a difficult, complicated task which requires active measures to deter and punish violators.
Pham The Duyet is a former Politburo member and former President of the Vietnam Fatherland Front: “It’s necessary to continue carrying out the resolution on Party building. High-level cadres have to be role models who spread their influence to their subordinates. The Party should unite to care for the people so national unity will be powerful. Vietnam will advance in international integration.”
